In 1983 the City of Watervliet made a decision to build a hydroelectric plant to generate electricity that would be used to pump the water from Guilderland to Watervliet and any excess power would be sold to the electric grid to create revenue. Mike Gilchrist was the General Manager and Leo O'Brien was the Mayor
Gene Burns was a local historian and played a vital role in recording the history of Watervliet.
